Mr. Breeding has been responsible for Risk Management and Insurance at Rutgers, the State University of New Jersey for over 36 years.

This senior staff position is responsible for managing the complex loss exposures for six campuses (63,000 students) including two Medical Schools and a Dental School in addition to the New Jersey Agricultural Experiment Station one of the original Land Grant Colleges. Breeding is a member of the university’s Emergency Operations Center, International Crisis Risk Assessment Team, Work Place Violence Risk Assessment Team, Occupational Health and Safety Committee, and the Institutional Review Board for Human Subject Research.

Mr. Breeding currently serves on the Board of the Pinnacle Consortium for Higher Education, an association captive insurance company domiciled in Vermont, owned by Rutgers and 16 major institutions of higher education. He was a member of the Executive Committee and Chair the claims committee for 25 years. Pinnacle provides general liability, property and professional liability coverage’s for its members.

In 2010 Mr. Breeding was appointed by the New Jersey President’s Council to Chair a Task Force on Student Health Insurance and the impact of Health Care Reform.

In 2012 he was appointed to co- chair the Task Force on Risk Assessment-Minors on Campus at Rutgers in the wake of the Tragedy at Penn State.

Mr. Breeding is an active member in the University Risk Management and Insurance Association (URMIA) and has served on the board and as Treasurer. He is a recipient of URMIA’s Distinguished Risk Manager Award.  He also served as the Chair of the Insurance Advisory Committee of the Institute of Electrical and Electronic Engineers (IEEE) and a member of RIMS. Mr. Breeding also serves as a Board member for United Educators.

Mr. Breeding was born in Bogota Colombia where he lived for fourteen years.

He attended boarding school at Tabor Academy in Marion, Ma and also studied at the Universidad de Sevilla in Spain.

Mr. Breeding holds a Bachelors of Science in Economics from Rutgers College. He is an author and frequent speaker on risk management issues related to higher education.
